UNITED NATIONS (CNN) -- The U.N. Security Council on Saturday voted unanimously to impose sanctions against North Korea in response to the country's claimed nuclear test.
The 15-0 vote for Resolution 1718 sent a "clear and strong message" to North Korea, said U.S. ambassador to the U.N. John Bolton.
"We are pleased that the Security Council is united in condemning the actions by the regime and Pyongyang and taking clear, firm and punitive action in passing this resolution," he said.
The passage of the resolution proves to "North Korea and others that the Security Council is prepared to meet threats to international security with swift resolve," Bolton added.
Invited to join the council with his South Korean counterpart, North Korea's ambassador to the U.N. said his country "totally rejects the unjustifiable resolution."
Pak Gil Yon called the resolution "coercive ... while neglecting the nuclear threat" he said was posed by the United States against his country. ...
... To build support for the resolution, the United States has agreed to some changes. They include dropping a ban on North Korean imports and exempting money intended for purchases of food and medicine from a freeze on North Korean assets. Language encouraging further diplomatic efforts also was added to the latest version.
However, the U.S. proposal still calls for an arms embargo and a ban on materials that could be used in nuclear or missiles programs. The proposal also seeks a ban on travel by North Korean officials, an embargo on luxury goods and inspections of cargo imports and exports. ...

There’s no video of the ambassador actually leaving that I saw, so we’re stuck with this. Here’s Chapter II of the UN Charter, FYI. I believe he has Articles 4 and 6 in mind.
The resolution forbids the transfer of nuclear and ballistic-missile components to NK as well as major conventional weapons like tanks, warships, etc. It also allows for cargo inspections into and out of the country. It expressly rules out military force, though, and allows sales of light-arms conventional weaponry to continue. ...

Bolton is the man I tell you. Oct 14 (Reuters) - The U.N. Security Council imposed financial and weapons sanction on North Korea on Saturday to punish Pyongyang for its underground nuclear test on Monday. The vote was a unanimous 15-0.
Here are the highlights of the resolution:
* Calls upon countries to take “cooperative” action through inspection of cargo to and from North Korea to prevent illicit trafficking in nuclear, chemical or biological weapons and related materials.
* Decides that North Korea should abandon all nuclear weapons and existing nuclear programs and ballistic missiles programs in a “complete, verifiable and irreversible” manner.
* Bans trade with North Korea on battle tanks, armored combat vehicles, large caliber artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems.
* Ban trade with North Korea in all items, materials, equipment, goods and technology that could contribute to the country’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programs. ....

The resolution demands North Korea eliminate all its nuclear weapons but expressly rules out military action against the country — a demand by the Russians and Chinese. The Americans also eliminated a complete ban on the sale of conventional weapons; instead, the resolution limits the embargo to major hardware such as tanks, warships, combat aircraft and missiles.
Simply put, I don’t think this will have the desired effect of deterring anything.

The vote was 15-0.
The U.S.-drafted resolution allows nations to stop cargo going to and from North Korea to check for weapons of mass destruction or related supplies. But the measure specifically excludes military force.
